Abstract	This book is part of the research program, International Study of Higher Education Reform, which compares the processes and impact of higher education reforms in England, Norway, and Sweden and describes changes and continuity in the higher education system in Sweden during the 1990s. Part 1 sets the stage with chapters titled: "Transforming Universities: Issues and Conceptual Framework"; "Theoretical Perspectives, Design and Methods"; and "Higher Education Policy and System Changes in Retrospect." The two chapters in part 2 consider the state and higher education: "The 1993 Reform: A Shift in Purpose and Authority with 'Freedom for Quality'" and "The Policy Network Changes: Elites, Interest Groups and Political Interaction." Parts 3 and 4 discuss institutional governance and academe in a context of policy and system changes. Chapters are titled: "A Period of Rapid Expansion and Renewal"; "Academic Leadership in Transition"; "Institutional Autonomy in Practice: New Models of Institutional Governance"; "Academic Values and Identity"; and "Impact of System and Policy Changes on Academic Work, Values and Professional Roles." Part 5 concludes the book with a chapter titled "Transforming Universities: Interpretations and Conclusions." Following a brief epilogue, eight appendices provide such data as: number of staff at university faculties, unemployment and gross domestic product figures, and number of undergraduate students.
