Abstract | "Das duale Ausbildungssystem ist ein erfolgreiches Instrument zur Senkung der Jugendarbeitslosigkeit und zur Förderung des Wirtschaftswachstums in Deutschland. Trotz schlechter Arbeitsmarktsituation und einem hohen Anteil an lernschwachen Jugendlichen gelingt es, den Großteil der Jugendlichen mit einem höheren Sekundarabschluss auszustatten und die Jugendarbeitslosigkeit niedrig zu halten. Das Angebot an Ausbildungsstellen wird in Deutschland durch das geringe Wirtschaftswachstum und einen Strukturwandel weg von Berufen mit hoher Ausbildungsquote belastet. Die verstärkte Ausbildungsbereitschaft der traditionell intensiv ausbildenden Branchen macht es trotzdem möglich, die Zahl der Ausbildungsverträge relativ stabil zu halten. Durch verbesserte Rahmenbedingungen der Berufsausbildung, eine Förderung des Eintrittes von Problemgruppen und eine bessere Verzahnung mit dem Hochschulsystem kann das duale System gestärkt werden, um auch in Zukunft erfolgreich den Standort Deutschland zu fördern." "Germany's dual system of vocational training, combining on-the-job training with vocational school attendance on the sandwich-course principle, has proved itself an effective instrument for reducing youth unemployment and promoting economic growth. Despite a weak job market and a high proportion of teenagers with learning difficulties, it has been possible to provide the majority of youngsters with higher secondary education and keep youth unemployment low. The availability of training places in Germany has been under pressure as a result of the low level of economic growth even as industrial restructuring has led to a trend away from occupations with a high level of formal training. However, the willingness of sectors with a tradition of intensive training to increase training opportunities has made it possible to keep the overall number of trainees relatively stable. Making vocational training more attractive for both employers and trainees, encouraging the participation of problem groups and better co-ordination with tertiary education could further strengthen the dual training system, bringing corresponding benefits for Germany's attractiveness as a location for business activity and investment."
